The Royal Borough of Windsor & Maidenhead has launched procurement for a highways maintenance and capital works contract worth up to £114.8m including VAT.
The contract, scheduled to begin on 1 April 2026, will run for seven years with an option to extend by up to a further seven.
The local authority has indicated it may extend the contract first by five years and then by two more, at its sole discretion.
The successful bidder will take over responsibility for maintaining a network including 632km of roads, 800km of footways and more than 300 bridge structures.
Drainage infrastructure covers 26,000 road drains, and the borough includes more than 300km of public rights of way and 40,000 highway trees.
The road network is split into 29.2km of motorways and trunk roads, 83.8km of A roads, 68.8km of B roads, 102.6km of C roads and 347.2km of unclassified D roads.
The winning contractor will work alongside the council to maintain infrastructure in the face of increasing traffic volumes and larger vehicles.
It will also be expected to work within the council’s Highway Management and Maintenance Plan, which is based on three industry codes of practice with local variations.
The contract will be awarded via an open procedure.
Bids must be submitted by 1:00pm on 24 June 2025. Technical proposals will carry a weighting of 55 per cent and financial proposals 45 per cent.
The client has confirmed that tenders should be submitted electronically through the Bravo Solution portal.
The estimated award date is 13 October 2025.
The opportunity is part of the borough’s statutory duties under the Highways Act 1980 and forms part of its wider strategic transport and infrastructure objectives.
